Foreigners and stateless persons permanently residing in Ukraine, persons granted refugee status in Ukraine, persons in need of additional or temporary protection, and persons who have been granted a status of a foreign Ukrainian and who are legally in Ukraine, have the right to obtaining higher education on a par with the citizens of Ukraine. Higher education for these categories of persons is carried out for the state budget funds within limits set by the Cabinet of Ministers of Ukraine.
The extend of admission for funds of individuals and/or legal entities is determined by the institution of higher education within the limits of the difference between the licensed volume and the total (maximum) volume of the state or regional order. This volume may be adjusted taking into account the actual state (regional) order received, including the redistribution between the forms of education, but may not decrease for competitive offer between the beginning of the application submission and the completion of entrants’ enrollment.
The quota of places of the state order for foreigners is set by the state customer.
The extend of admission for funds of individuals and/or legal entities of foreigners and stateless persons permanently residing in Ukraine is determined at the meeting of the Admission Committee.
When accepting for studying persons who submit a document on the degree (level) of education acquired abroad (hereinafter referred to as the Document), the procedure for recognizing and establishing the equivalence of the Document is compulsory which is carried out in accordance with the order of the Ministry of Education and Science of Ukraine dated May 05, 2015. № 504 "Some Issues of Recognition in Ukraine of Foreign Documents on Education," registered with the Ministry of Justice of Ukraine on May 27, 2015, No. 614/27059.
Peculiarities of admission to higher education institutions of foreigners and stateless persons
Admission to study in higher education institutions of foreigners and stateless persons is carried out in accordance with the Laws of Ukraine "On Higher Education", "On the Legal Status of Foreigners and Stateless Persons", "On Foreign Ukrainians", "On Refugees and Persons Who Need an Additional or temporary protection", Decree of the President of Ukraine dated June 3, 1994, No. 271 "On Measures for the Development of Economic Cooperation of the Oblasts of Ukraine with the Contiguous Regions of the Republic of Belarus and the Administrative-Territorial Units of the Republic of Moldova", the Decree of the Cabinet of Ministers of Ukraine dated September 11, 2013 No. 684 "Some issues of recruitment for training foreigners and stateless persons", the Decree of the Ministry of Education and Science of Ukraine dated November 1, 2013, № 1541 "Some issues of Organization of Recruiting and Training (internship) of Foreigners and Stateless Persons", registered in the Ministry of Justice of Ukraine on November 25, 2013, No. 2004/24536. Foreigners and stateless persons (hereinafter referred to as foreigners) may acquire higher education at the expense of individuals and / or legal entities, unless otherwise provided by international agreements of Ukraine, the consent to be bound by the Verkhovna Rada of Ukraine, laws or agreements between higher education institutions on international academic mobility.
Admission of foreigners to higher education institutions for studying at the expense of the state budget is carried out within quotas for foreigners.
Foreigners arriving in Ukraine for study purposes enter higher education institutions according to accredited educational programs (specialities) (educational program " Computer Technologies of Design and Packaging Manufacturing ", speciality 186 "Publishing and Printing" is uncredited).
Enrollment of foreign students for studying at the expense of individuals and / or legal entities may be carried out by higher education institutions before and at the beginning of the academic semesters (but not later than on November 1 and March 1, respectively), for obtaining a bachelor's degree, a master's degree.
The Higher Education Institution calculates points/grades of the entrant on the basis of the document on the previous education level and sets the minimum amount of points/grades in the general subjects from which the entrance examination is conducted, which is required for entry.
Admission of foreigners to study at the appropriate level of higher education is based on the results of entrance examinations in the form of interviews on certain subjects and the language of studying and on the basis of academic rights to continue education provided by the document on the acquired level of education in the country of its origin and taking into account the points that give the right to continue education at the next level of higher education in accordance with the legislation of the country that issued the document on the acquired degree (level) of education.
All categories of foreigners are enrolled in higher education institutions of Ukraine based on enrollment orders that are formed in the Unified Base.
Requirements of the institution of higher education regarding the correspondence of foreigners arriving in Ukraine for the purpose of studying, the conditions for admission to the relevant higher education levels, as well as the terms for accepting applications and documents, conducting entrance examinations, creative competitions and enrollment shall be specified in the Admission Rules and made public on the official website of the institution of higher education.
Foreigners who receive state scholarships under international agreements, national programs, and other international commitments of Ukraine are admitted to study within the established quotas for foreigners on the basis of the directions of the Ministry of Education and Science of Ukraine.
Foreigners who come to Ukraine for participation in academic mobility programs or for higher education in accordance with educational programs agreed between Ukrainian and foreign higher education institutions are accepted for study, taking into account the relevant contractual obligations of the relevant higher education institutions.
Foreign Ukrainians who are legally based in Ukraine and whose status is certified by a foreign Ukrainian, while entering the higher education institutions of Ukraine, have the same rights to education as the citizens of Ukraine, with the exceptions established by the Constitution of Ukraine, laws of Ukraine or international agreements, the consent of which is binding on the Verkhovna Rada of Ukraine.
Foreign Ukrainians, whose status is certified by a foreign Ukrainian, may be enrolled for state-commissioned education within the established quotas for foreigners based on interview in subjects provided by these Admission Rules.
Foreigners and persons without citizenship who permanently reside in Ukraine, persons granted refugee status in Ukraine, persons who need complementary or temporary protection and go to an institution of higher education under the rules, provided the Conditions for citizens of Ukraine may participate in the competition for places of government order in the limits established by the Cabinet of Ministers of Ukraine of quotas on the basis of a special competitive score, which is calculated as the ratio of the competitive score of entrant, specified in accordance with paragraph 7.7 of this Regulation to the minimum competitive score recommendations by the government (regional) ordering on the overall competition on that proposal in the previous year (in the absence of such a score is used the same indicator for other, related maximum, competitive offer within higher education institutions, in case of failure of another institution of higher education in the admissions decision).
Foreigners personally apply to a university and specify the speciality (specialization, direction of training) and the form of training.
The application adds:
- a document on the acquired educational (educational-qualifying) level and the appendix with the marks in the educational subjects;
- excerpt from the student's educational card (form No. N-2.03, for entrants - NUFT students);
- Certificate of completion of the Preparatory Department course with the results of certification in the Ukrainian or Russian languages (if available);
- a health certificate from the homeland issued by a medical institution not earlier than 2 months before entering Ukraine;
- Birth Certificate;
- 15 identical color photographs (without a headgear, on a homogeneous light background) in the size of 3,5 × 4,5 cm;
- a copy of the marriage certificate or certificate of change of the surname (for persons having differences of surnames, names or patronymic in the documents);
- a copy of the passport (page showing the last name, first name and patronymic of the entrant, the series, number, where, who and when the passport was issued);
- an insurance policy for medical assistance.
The original documents are presented personally.
The documents must be certified in the country of their issue in the manner that is officially used in that country for such certification and legalized by the relevant foreign institution of Ukraine, unless otherwise provided by international agreements of Ukraine (for the countries party to the Convention, which cancels the requirement of legalization of foreign official documents ( The Hague, 1961), - placing the stamp "Apostille").
When admitting to persons who submit a document on the degree (level) of education acquired abroad (hereinafter referred to as the Document), the procedure for recognizing and establishing the equivalence of the Document, which is carried out in accordance with the Procedure for Recognition of Higher Education Degree in Foreign Higher Educational Institutions , approved by the order of the Ministry of Education and Science of Ukraine dated May 05, 2015, No. 504, registered with the Ministry of Justice of Ukraine on May 27, 2015, No. 614/27059. The procedure for recognition of the Document for the purpose of continuing education is carried out before the beginning of the second semester of the first year of its owner's training.
The documents are submitted to the Admission Commission by the entrant in the original, and if they are in a language other than Ukrainian or Russian, they must be submitted together with a notarized translation in Ukrainian or Russian.
If in any of the documents (or their translations) submitted to the Admission Commission, the full name, first name and patronymic of the entrant are not indicated in Ukrainian, then a notarized translation of the passport or birth certificate into the Ukrainian language is additionally provided, given his surname, name and patronymic.
All copies of the documents are certified according to the original by the Admissions Commission or by the procedure established by law. Copies of documents without presentation of originals are not considered.
Documents that do not meet the specified requirements are not presented in the full list above, or those containing errors and corrections, are not accepted for consideration by the Admission Committee.
The Admission Committee examines the documents of the entrants and decides to admit to participation in the competitive selection for admission to the university within three working days from the date of registration of the application in the Uniform base or receipt of the results of entrance examinations, but not later than the day after the day after the completion of the receipt of documents.
The fact of familiarizing the entrant with the rules of admission, the existing license and the certificate of accreditation of the speciality is fixed in the application of the entrant and confirmed by their signature.
For entrants - foreigners and stateless persons who are legally in Ukraine, applications and documents, entrance examinations, competitive selection and admission to the university for obtaining a bachelor's degree based on complete general secondary education shall be conducted in the following terms:

Competitive selection and enrollment of foreigners and stateless persons who, based on full general secondary education, enter the university for a bachelor's degree, is carried out on the results of entrance examinations in the form of interviews with the subjects specified by these rules (see information table 2).
An interview program with these categories of persons is approved by the chairman of the Admission Committee.
Criteria for assessing the knowledge of entrants in each subject of the entrance exam in the form of an interview are developed by the Admissions Committee.
The interview is rated on a scale of 2 to 5 points.
Applicants who received an "2" rating in the interview are not allowed for further entry tests.
Competitive selection and enrollment of foreigners and stateless persons who, on the basis of the educational qualification level of a junior specialist, enter the university for a bachelor's degree, is carried out on the results of entrance examinations in the form of interviews on professional disciplines.
A person may enter a university to obtain a bachelor's degree based on an educational qualification level of a junior specialist and specialist, a bachelor's degree, a master's degree obtained in another speciality, provided that they successfully pass an additional entrance examination on professional subjects in the form of an interview.
The conclusion about the possibility of enrollment in the second (third) year is made on the basis of the calculus in the number of hours for studying of those disciplines which, according to curricula, are studied by university students during the first (first and second) years of study in the corresponding speciality and the form of higher education.
The programs of professional entrance examinations and criteria for assessing the knowledge of entrants in the disciplines of professional entrance examinations are developed by professional certification commissions.
During the interview, the member of the interview commission writes the question and notes the correct answers in the interview sheet, the sheet after the end of the interview is signed by the entrant and members of the commission.
The interview is rated on a scale of 2 to 5 points.
Applicants who received an "2" rating in the interview are not allowed to take next tests.
Competitive selection and enrollment of foreign entrants and stateless persons who, on the basis of an educational bachelor's degree (an educational qualification level of a specialist) enter university for a master's degree, is carried out on the results of entrance examinations in the form of an interview on professional disciplines and an entrance examination in the business Ukrainian language.
The programs of professional entrance examinations, the entrance exam in the business Ukrainian language and the criteria for assessing applicants in entrance examinations are developed by professional certification and subject examination commissions.
An additional entry test during admission to study for obtaining a master's degree is intended for entrants on the basis of an educational degree of a bachelor's or master's or an educational qualification level of a specialist, acquired by another speciality (direction of training). An additional introductory test is preceded by a professional test and conducted in the form of an interview.
An additional introductory test program and criteria for assessing the applicants in additional entry testing are developed by professional certification commissions.
During the interview, the member of the interview commission writes the question and notes the correct answers in the interview sheet, the sheet after the end of the interview is signed by the entrant and members of the commission.
The interview is rated on a scale of 2 to 5 points.
